[0966] Officer / Engineer - Message

Description:
When trying to remove or build a FOB with the Sniperkit, you get the message:
"You need the OFFICER or ENGINEER KIT"
But the Combatengi doesnt have a radio, right?

This is kinda old and existed in previous versions too ...

Same thing with the cellphone for swap kits. It's been there since 0.9.

its fixed for the next client side release
