how do you place a marker where enemy mortars are as a commander?
I tried to figure it out but I just cant find a solution how to do it.
I seen other people do it.

Above is correct. You have to wait 2 minutes inbetween placing markers.

yes I know but I have every thing from tanks apcs to infantry AA and AT but not mortars.

Perhaps mortars aren't on the list. Which team was this on?

No they're not on CO markers but I think the SL's markers have them.

That'd seem like an oversight then, I guess we should have them in the CO markers? Devs aware?
