Static sounds and huge FPS drop

Hey, I have this issue when playing games. When playing PR I have 50-60FPS with almost everything medium or above. But every 2-3 minutes my FPS drops to around 15-20 and my sound gets all crackly and staticy. I would really appreciate it if someone could help me.

Specs:
Gateway NV53
Windows 7 Home Premium
AMD Athlon II Dual-Core M320 (2CPUs), ~2.1GHz
4GB RAM
AMD M880G with ATI Mobility Radeon HD 4200 (1918MB memory approx.)

Thanks for the very well thought out reply. My Windows 7 is 64bit and it came with 4GB RAM, I did not upgrade it, I wouldn't even try to do that myself. I'll try the bios thing right now.

I tried the Bios thing and I only had the option of 64MB 128MB and 256MB of Video Memory...

You cant really change this option in BIOS. The reason is that some of these integrated cards have a feature to use as much of system ram they want/need. Only thing you can change is aperture size which is option you found in BIOS and is 64/128/256Mb. Try lowering these and see if it helps, but I doubt it will.
What you can do is turning off any background apps and processes while you are playing games. This might help with your issue or upgrade your RAM and get more.
Another option would be to play on lower graphic settings especially lower the textures.

Run as admin, dont run any compatibility modes
other wise do what people above say
