Does anyone know how to run android apps on my win 7 laptop?
I know it is possible, but I do not know how..

Google for the android SDK.
But keep in mind that these emulation is pretty slow, no chance to use it for games

I'm pretty sure Whatsapp wont work. Cause this requires a phone with a valid telephone connection.
Its not even possible to run this app on Tablets without a SIM card.

Using Android on a PC is excruciatingly slow.
Here is a step by step guide for you to experience the pain yourself:
Android Development Tutorial
Some smartphones running Android can be put into JTAG/developer/debug mode and connected to a PC running the Android SDK virutalmachine, it's a much faster way to do it. But you still have to have a physical Android phone in hand to make it work.
