AutoBalance not working?

Hello I mostly play singleplayer and when I create the match the number of bots setting is not working so I go to the games files and then ai/aidefault, I change the number of bots there to 40 and then in then in the match there is 32 in US and only 8 in other team. Is there a way I can get it write? I'm on v0.97 and the mod is really looking good and keep up the good work
