Hey-o
When I play online, (coop / normal) I get a "Problem With Connection" stutter that happens every 45 - 60 seconds. Even though my ping on HOG and CIA usually tops out around 50-75. I used to play PR all the time a few years back with this same computer and a worse internet speed and never had this problem. It's not game breaking, but it doesn't allow me to drive a vehicle WHATSOEVER. One second i'm cruising, (Stutter) now i'm in a ditch or worse. Is there any remedy to this?

You might want to check to see if your hard drive is fragmented.
Also, check the Jitter and packet loss of your internet connection here:
Pingtest.net - The Global Broadband Quality Test
Do the test several times.
Jitter is exactly what you described.
A connection might be 512Kbs or 5MBps on average, but the connection might have inconsistent speeds at any particular moment.
If your packet loss is over 3% or jitter is over 10ms, you might want to investigate a program to fix this, used by Wow and LoL players on slower connections:
Leatrix Latency Fix - Leatrix.com
Try to use version 3, if you have SP3 installed foe WinXP

CIA server is hosted in Missouri, try the pingtest server in Bixby, Oklahoma to approximate.

Well I just did a full defrag and optimization of my HD so I know that's not problem. I did a ping test on the Bixby server and I get a jitter of about 2 to 5 MS. I've noticed that this problem is not just PR issue. I've encountered this on FH2 as well as BF2 itself! I'll try out that program you listed and see if it helps.

jitter of about 2 to 5 MS is superb, so that isn't the problem obviously.
You might want to try some of the larger speedtests and see if you have crazy fluctuations in upload/download speeds.

Another line of troubleshooting,
could be router/modem/anti-virus/firewall
Tell us what you have for those.
Have to check this one at a time, and in combination.
1. Firewall: check to see if all PR.exe BF2.exe TR.exe pnkbstrA.exe and pnkbstrB.exe traffic is moving through.
test.
Then completely shut off firewall
and test.
2. Router
Check the QoS settings on router.
remove router from connection if possible, go directly from PC to modem.
3. Antivirus: check to see if all PR.exe BF2.exe TR.exe pnkbstrA.exe and pnkbstrB.exe traffic is moving through.
test.
Then completely shut off Antivirus.
and test.
4. Modem, well, tell us what you got first.
