All "online" servers are license required servers.

Besides that the Serverfiles are different compared to the Client Files, so highly recommend you to apply for a license.

Although if you wish to run a private PR server you could simply port forward your router and give the IP/Port to who ever you want joining your server, another option is Hamachi, gameranger etc, etc..

EDIT: updated tutorial: http://youtu.be/vUqyZ681gQY?t=10m

Using Hamachi or Evolve clients is the easiest way to do this, not just for PR but for hosting a server for most older games.

OK, so here is a French language video tutorial on how to set up a Hamachi server for Battlefield 2.

So instead of creating a cooperative through the vanilla BF2 mainscreen, you want to do this:
You will want to start PRlauncher->Login with online account-> Play->
on main PR screen->Cooperative->Create Local
