Firstly, HEAT is fine

. High Explosive Anti Tank.

Secondly, it takes quite a few SPGs to take down a tank. The HAT kit is more powerful, by far.

Thirdly, you shot the turret of the APC which is considerably more armoured than the chasis. (Same for any vehicle in game).
