When playing I can only hear people with laggy voices (it is as if a person's voice had been stitched into different parts with just emptiness between them) but when I hold a PTT key only then will their voices be normal. Even if I am not a squad leader I can hold the SL to SL PTT key down and hear people.
This does, of course, ease the pain of not being able to understand what someone might be trying to say, but the problem is still there and it is annoying to have to hold down a PTT key in order to hear people.
I can only hear Mumble if I am holding down a (any) PTT key

No idea really, but check in Mumble config and Windows sound config for exclusivity options and such, as it kinda sounds like a conflict for control.
