Probably firewall is blocking PRLauncher and PRUpdater.
To test, completely shutdown AVG and try to contact http://prbf2.cdn.ancientdev.com/hashes_1.0.36.0.prhf again, it should prompt you to download a file hashes_1.0.36.0 (1).prhf .

If with firewall completely shutdown, and you can then download this file, we know it's firewall blocking the PRLauncher and PRUpdater. causing the PRLauncher to return the Error 1301 or Error 75.

What router do you have?

Please read the thread about 1301 errors and follow each troubleshooting option in order

I don't have a router, I have cable internet.

1. I have dynamic ip.
2. "You tried opening http://prbf2.cdn.ancientdev.com/hashes_1.0.36.0.prhf and it is successful, asks you to download a file?" I can download it.
3. "You have downloaded the .NET 4.5 Framwork, Download Microsoft .NET Framework 4.5 from Official Microsoft Download Center and you then REPAIRED the installation in the Control Panel\All Control Panel Items\Programs and Features , Select the 4.5 Framework X64 , and select Repair, let it repair, then reboot?" My computer may have only four versions.

Download Microsoft .NET Framework 4.5 UPDATE 3 from Official Microsoft Download Center
install it.
then repair it in the Programs -> deinstall programs -> right click .NET Framework 4.5 UPDATE 3 -> change -> repair -> restarted pc after repairing was done

You might also need to install the visual C++ Redistributable 2012 ( or 2010 ) in the x86 version, depending on your PC>

EDIT:

Installed 2012 Update 3 (as recommended), restarted

- didn't work

Repaired 2012 under Programs -> deinstall programs -> right click visual C++ Redistributable 2012 (x64 in my case) -> change -> repair -> restarted pc after repairing was done

- works now :)

I also have Visual C++ Redistributable 2010 x64 and x86 installed.

Please download and install the 4.0 version:

Download Microsoft .NET Framework 4 (Standalone Installer) from Official Microsoft Download Center

reboot after you install.

then try to start the PRLauncher.
