Hosting a PR server from your home PC or laptop will not be enough to get a license for a public server I'm afraid.

Yes - Mainly around network connectivity - what sort of network connection do you have? But besides a laptop isn't likely going to be powerful enough for players to connect to without experiencing major lag regardless.Is there any different between dedicated server and home PC ?
