There is no server reachable at the IP address/port you have specified.

Your server needs to be online. Please ensure it is, otherwise your application will not be successful

are you hosting your server on a dedicated server?
User Licenses are for individual users, clans, and other small organizations who wish to host public and/or private (passworded) Project Reality Servers. By default, a single User License is allowed to add up to 3 game servers and 5 license moderators. These servers must be internet facing (i.e. respond to server queries), and hosted at a data-centre. We do not issue licenses for home hosted or LAN-only servers.

I'm sorry but I'm pretty sure that's not gonna work. Epoch can clarify this for you but as it reads in the license you will need a dedicated server hosted by a hosting company. You'll need a server with a static IP.

Hosting a PR server from your home PC or laptop will not be enough to get a license for a public server I'm afraid.

May I know the reason why I need a dedicated server to host ?
Is there any different between dedicated server and home PC ?

It's stated in the Server application:
Due to some unfortunate intentions of some server administrators since the Project Reality v0.6 release, the Reality Studios development team no longer freely distributes licenses to run Project Reality: Battlefield 2 Mod servers. The Project Reality gaming community is a small community. Multiplayer games are made and broken by the quality of the servers and the dedication of the administrators of those servers. Simply put, we are looking for quality, not quantity.
and quite specifically:

IMPORTANT: You must have a BF2 dedicated server running on the IP/port in your application. If no server is detected, the application cannot be processed and will be deleted.

Yes - Mainly around network connectivity - what sort of network connection do you have? But besides a laptop isn't likely going to be powerful enough for players to connect to without experiencing major lag regardless.

The rules are clear, and have been explained.

Nothing else to discuss.
