Vadso City AAS STD

Was playing Vadso City AAS STD last night and noticed the West City flag was capped almost instantly, so I checked the Gameplay Objects text to see if anything was missing and it was.

Has this bug been fixed for V1.3?
I don't see it in the change log.

Note that its for "cpname_vadso_city_aas64_west_city_2"
