Doesn't really say that you can use it for a public multiplayer mod. It mostly says you can alter it to work in BF2 and then use it for your own mod on the BFSP forums.

Also apparently it doesn't have lightmaps/lightsamples.

You don't need samples for overgrowth....
Dice doesn't hold the license over the property, EA does.
