The Time of Day/Year On Current Maps

Just a question i don't know its the right thread location or not can community modder take a map lets say like Fallujah or Muttrah and do whatever necessary to change the time of day to that map or does that required certain permissions? ??:


Or take a map like Korengal Valley l and change it to a winter map?
