Are you the squad leader? Radio menu options only show for squad leaders regardless if you have an offices, spotter or sniper kit.

I don't but even if the radio doesnt work the binoculars should because how else can i get a cas lock on an enemy vehicle

The menu only works for squad leaders. This is not a bug.

You laze it, and tell your SL to mark it for CAS.
