Display Device(s): HP 2309 Series Wide LCD Monitor on ATI Radeon HD 3800 Series

Exactly which GPU do you have? Radeon HD 3850 or HD 3870 ?
Radeon HD 3000 Series - Wikipedia, the free encyclopedia

You don't have great options.
The mobo PEGATRON CORPORATION Benicia is a locked BIOS and G33 chipset. So no overclocking potential.

Vista is a RAM hog, you only have 4GB.
Try downloading Razer Gamebooster to shutdown background processes.
Try downloading Bitsum ProcessLasso free 64 bit, set PRBF2.exe (and all your other game .exe 's to Game Mode)

You're limited by your processor. You could buy a replacement upgrade, but I don't see why you want to spend good money on such old tech:
ARK | Processor Feature Filter

You can overclock that GPU, which might help, but I think your are CPU bottlenecked right now.

That PC is worth maybe 140 Euros, don't waste money upgrading.

If you got an electronics recycler nearby, either see if he has LGA775 motherboards or CPUs to sell,
Motherboard supports the following processor upgrades:
Intel Core 2 Quad (Y) Q9xxxx
Intel Core 2 Duo (W) E8xxx
