ATGM for Syrian rebels faction (idea)

Just wondering if Syrian Rebels could have ATGM missile system, limited to one constructed one. As far as I've seen from Liveleak etc. videos, Syrian rebels are using ATGMs pretty much unlike SPG-9.

I believe this is what the Syrian rebels use:
