[HELP!] weapon dealy to use problem and movement

Hello, I've been changing some tweak file values in bf 2142 and it seems that the delay to use for every weapon wont go any lower than one second, in bf2 there appears to be no restriction and some weapons naturally have around 0.6 delay to use, another problem I have is the Common.con file for 2142 isn't making any changes to movement speed when I change the values, but in bf2 the changes work fine. Is there any way to resolve this, or does 2142 have some kind of lock on some values that bf2 doesn't have?
