How do i turn up people voice chat in game because the sound effects are to loud i can't hear them talk and command me what to do

Is your sound generally working but just not for this program? Anyway, go to your start page and just type "volume" (without the quotes). You do not need to type into a search box or anything else... just be on that page and a menu will pop up. Then, click on the options boxed in red and your "mixer" will pop up:
