Shikotan & Millitia Commander

Is there a radio station to climb into on Shikotan for commanding as I could not ssee one. Not sure if it effects ones ability to command...suspect it does. I couldnt climb into millitia FOBs either (like insurgent)

This commanding is new to me so Im just trying to get it all straight.
