Just wondering, is there any rules or regulations on translating the Project Reality Manual into other languages?
I have a few friends who cannot read nor speak English, and they are not experienced because they cannot read the manual.
Is it okay if I translate the manual into another language (Arabic)? It is basically copy-paste in Google Translate with my grammar checking, but maybe with the pictures from the official manual and a mix with my own notes and tips.

Sure, especially when you are just using it for personal use. I think there were some official translation projects for it as well.
You should not release this as "Official PR Manual (Arabic)" or similar. Keep it visible that it is a community translation and everything should be fine.
