Sadly you're very limited in your options now. You can try other retailers, but you'd need to be quite lucky. Perhaps ebay or other online second hand sources, although that's always a risk of the key being banned...

Steam isn't the only platform for games. Amazon is one of the few places now, unless a local store has a hardcopy.

Illegal in most countries! Also you will have a hard time finding a CD-Key that is not banned. What you can do depending on the law in your country, you can ask a buyer on amazon/ebay just to send you the CD key and then torrent an image. This is legal afaik.
