Unable to Spawn in on Local Server

So as the title states, I am unable to spawn in on my local server (note: not a local coop server). When the round start timer ends, my tickets go to 0 and my round time is 00:00.

The screen shows as as if I am wounded, and tells me to give up and spawn in using the spawn menu.

I have tried everything in game, like making a squad, swapping teams, being commander, giving up and all sorts of things to the spawn menu, but nothing seems to work.

If someone could help, this would be much appreciated. I would like to further play test WIP maps and give feed back, but this bug makes that impossible :/
