I don't know why pr developers not try to using UE4, its free and you already have all the models and the ideas.
UE4 offer shooter game example and from testing squad they are using the same example,and blueprint is very easy and its easier than bf2 mod tools. also there are many tutorials to help you starting the project.
Shooter game example available in C++ and blueprint and you can use your current models or remodel it for high quality.
everyone will support your game, even if it buggy but we will help you as community till you finish the game
PR community need to step up and support PR to build a standalone PR using UE4

i don't really know what more you could want, its not up to pr standards simply because it hasn't been in development that long.
The only difference is the name.

You should look into how games are made a bit more. Porting over some models and attaching 'shooter' example code isn't how it works. And it would also make a terrible and ugly game.
'porting to a new engine' years after release is also not done as far as I know ever in the industry, as it simply is a totally different game then.
If you are looking for PR on U4, check out Squad as others have said. It is exactly what you are looking for.
