Supply crates doesnt give kits on some ground levels. (possible minor issue)

Description:
During mapping&testing i have noticed, that supply crates does not give player kits on the ground\terrain levels lesser than 1.
NOTICE:It will say that kit was allocated and under your feet, but it WILL NOT spawn.
Steps to reproduce:
1)Make a map with place which has terrain level lesser than 1.
2)Throw a supply crate in there with a truck.
3)Try to get a kit.
Tested on 2 test maps and 1 WIP map; at both 1.2.1.0 and 1.3 clients.
