The insurgent commander is not able to place roadblocks. It is not shown in the menu for emplacements.
I assume this is accidental as the commander sometimes has to build FOBs by himself. Having the roadblocks would be useful.

Yeah I can confirm that.
I wasnt able to build roadblocks as commander.
Im not sure if this is on purpose, but it can be quite helpful when the commander can build road blocks.

Dont question the wikipedia! Just because it reports different things on different languages does not make it unreliable source!
