Extremely long loading time and low framerate

Hello, I recently boght a new Computer and was expecting to run PR on max settings with short loading times, now I must find out, that it takes even longer than on my old PC (this applies only to PR all other games are fine).
My specs are:

I also noticed, that while running the game it seems to be using only about 3GB of RAM, but with my specs also in the case of only 3Gb RAM it should run way better.
Hopefully someone can help me, this is really annoying.
