Autobalance is off but we still can't change teams in coop

Yep, me and my friend create a coop match, and sometimes the game does not let us switch team, we both like to play on one particular team, but the game does not allow one of us to change teams, but allows the other one to do so. It is kinda annoying, and the number of total players/bots on both team is about even, around 36 to 37. We turn off autobalance (leave the checkbox empty, without the X). Or it allows one of us to switch to a different team only after like 5 minutes.

i Confirm with AB off, you can be switch automatically on local to the side that have less player.
