Connection Problems

I haven't played PR in a while, about a week ago I got back into PR and I noticed immediately that every 60 seconds or so my game would have connection problems.

Things I tried.
*Reinstalled PR several times
*update/rolledback my GPU, Chipset, Realtek drivers
*updated windows 7
*removed all windows updates after may(the last time I played)
*swapped GPUs
*defragged my harddrive
*installed PR on a separate SSD 'E' Drive
*forced 800x600 mode
*kept all third party apps(steam/origin) turned off while playing
*Uninstalled BF2 from steam/origin

It still keeps happening, every server I'm on, whether 20 ping or 200. Please help.

P.S. I also have DPC latency checker running and it reports everything is ok.
