Can't Start the PRLauncher

I can not start anything PRLauncher.exe not start the task manager looks for about 5 seconds then process close and does nothing no nothing happened no log in the folder windows 7 please help have almost two weeks with this problem and I am again, use the standalone version to install the game with ISO . I do not know what else to do
