Yes. DDoS attack probably. Try reconnecting multiple times, sometimes your request goes through.

EDIT: as LiamNL have put it, it looks like the master server may be down... maintenance... who knows...

EDIT2: I think the server is up... but for some reason, it's not doing what it's supposed to...
