Cd Key hash Being reissued to other players

Is there chance that your "Unique" CD key hash can be reissued to other players? It seems same cd hash as mine seems to have been issued to others players..
How do i know? because i keep finding myself banned from certain servers again n again lets say for example HOG server..n when i am shown logs from those severs of why im banned i get list of many occurrences where people with same cd hash as mine seem to have been banned for things i did not do..All with different names some don't even sound english and sound foreign. When i do some more investigating by looking at the ip addresses on those logs i discover that those ip addresses arent even in america many are from russia, china, south america n etc and the names matching what people from those ip address location countries would pick..clearly showing that those people cant be me changing names.

So it seems there is a major flaw or glitch with PR reissuing same cd key hash to multiple people and u suffer for it when those people get banned and u try to appeal bans and server mods dont believe you because they think i am changing my names since all they look at is cd hash to find info on people..

I've recurred to this thread for help and PMed Mineral and Mats391 and neither have replied after a couple of days. Any idea on what I can do?
