I just did a new install on a fresh windows 10 machine and this error when trying to start PR from the start menu link created on install.

I found out that it works if you start PR manually from the C:\Program Files (x86)\Project Reality\Project Reality BF2\mods\pr\bin\ folder or if you set the

Start in:

property of the link to

"C:\Program Files (x86)\Project Reality\Project Reality BF2\mods\pr\bin"
