How can i create a layout for a map ?

So recently i wanted to try and make a layout for Lashkar Valley and simulate soviets fighting the taliban but really didn´t knew how to do it, can someone give me a hand on this ? like sending a guide for map modding or something ? Thanks in advance.

The thing is that i usually play with bots, and i would like to try that out, unless that i can "copy and paste" the same layout in some way ?
