Is the server side patch going to fix the SA7?

Right now it locks on from too long of a range and takes way to long to lock on. It's nearly useless as the enemy has a very long time to either fly away, fly behind cover, or ,in the cobra's case, just keep dropping flairs because the flair recharge time seems to actually be shorter then the lock on time!
I'm hoping to hell that it will be fixed soon and if not at least fix it with .6. And yes, I had a very horrible round where my refusal to base rape the carrier on Oman wasn't reciprocated by the USMC.

well it will get 50% more dmg, but dont know about lock on time

Boost to damage in v0.5x server update.
No change to lock times. To do so would be an artificial boost / nerf and am trying to stay away from those wherever feasible.
Will do something more about it in v0.6 tho.

Then can you do something about the choppers being able to dump flairs every five seconds or so?

Flairs should be able to be dropped constantly, but you should only have a limited amount.

I personally don't know if we can limit flares but it would be cool to drop as man as you want but have a limited number. Although it would be way too easy to just drop a bunch go back to rearm them then come back, might actually be more of a bad idea then good.

Do flares in real life work 100 % ? (I mean always)
Or is it like a 50 : 50 chance that the missile will get diverted by flares.

Well if you try dropping flares when a radar guided missile is coming your way then expect the air to get full of hair, eyeballs and teeth real fast! The usefulness of flares against IR missiles in real life depends on a number of factors. Range, aspect, relative speed, heat signature and maneouvering all play their part. Don't ask me to quote percentages, but I've never had an IR missile fired at me that hit.

That's what I suggested, radar and IR dependant flares should be selectable. They have different lock patterns/lights/tones I think. The IR will only sound the tone when fired, the radar sounds it as soon as the user points the missile launcher at you.
