Simple Question

Hi, I'm new to PR and I just have a simple question about the game--How do you get a sniper rifle, or kit? When I request it, it states I need to wait until reinforcements arrive or something similar to that. I tried going to a server that is packed with people but the same thing happens. Any input is appreciated!

The server just needs more people. Problem with full servers is most likely someone else has the kit.
