insurgents will be like the group of peole when their are riots or rebelions, a mob of people with no military training,
a militia would be a trained (albeit probably basic) fighting force that is not funded or backed by a governent, like in african countries there are different factions fighting for rulle - they will be militita.
so to put it in PR terms - militia will be fighting in similar situations to insurgents but should be better kitted out.

imagine the soviet union which used to have a huge army, then as it is now -russia, with a much smaller army.
now imagine all those trained up people that were disbanded, then imagine them all fighting for one cause. that is a militia, former soldiers.
insurgents are technically 'freedom' fighters, although it depends from which perspective you chose to view the last one from. insurgents could also be paralelled with resistance movements.
take ww2 french resistance, they had only some training and were civilians at the end of the day. so yeh they would be the equivilant of insurgents to the germans as insurgents are now to US/GB.
i hope that helps. probably not but yeh...
militia = trained, no defencive motivation (in majority of cases)
insurgents = un-trained defensive motivation
