Cmdr as military authority

I guess, everybody who tried to play as cdr, knows the situation, that some squads don't reyct in any way of ur requests. Perhaps, the squadleader has no mic, or isn't able to type any message (ten broken fingers?). But if the cmdr shall be able to do his job, he needs to communicate wit the sl. Thats why i tgought about the possibility to give the cdr the ability to discharge SL also to disband hole squads, divide them etc., so he can create a squad structure which is supporting his tactics.
