Jabal is a fictional map. You have no evidence, there is no dam, there is no city, there is no beach, there is no bridge, there is no dock, there is no west docks either.

The shoreline doesn't curve the same either but it does look similiar and I thought his point was that PR maps closely resemble the real terrain and congratulations to the DEVs is in order.

I was bored once and i found a very similar location on google earth (it might be the same area).
Even if its not 100% exactly like it is in real life, the terrain style is fairly close.
And of course you have to know that PR is set like 5 years in the future from now, so construction on a dam could begin...
