These bullets will be given to snipers/marksmen only. They only have 10 of these bullets though. If you shoot one at a civvie, you get 5 intel points (down from the 7 you get for knifing him). If you shoot one @ a combatant, they get the ringing-ears and blurriness. No damage taken.
