About the helo, the camera the people that are filming are using, it isn't shooting at a high enough frame rate to catch the rotor rotating, but the tail rotor you can see because it is constantly speeding up or slowing down from turning.
Its the same reason why when you film a computer screen it looks like it is flickering.

Tesher - we've got a pretty good team of advisors and experts, and we're going out of our way to make things as close to front-line service as we can.
MLRS are unlikely to make it in as they're fairly uncommon and probably a tad too powerful for PR. One battery of those would pretty much devastate an armored column on Kashan, for example.
