SL/Vehicle Timed Spawns maybe?

I see the major concern with SL spawning is a SL camper type situation...
What about being able to spawn on Squad leader or vehicle only once each every say 10-15 minutes? Is this possible and if so- any opinions?

Unrelated- I also really miss the spotting- couldn't we have that but only visible on the big map maybe?
(really miss the minimap too for that matter)
