I noticed there are many complain about the realism of the recoil and weapon accuracy in PR. The following are my suggestions...
The crosshair (or the iron sight) should represent where the gun is pointing. Therefore, the bullets should always hit dead center of the aiming sight. To simulate shooting a real gun, when in aiming mode, breathing effect (shakiness that usually used to simulate sniping scope) will make it challenging and fun for the shooter. The player should be reward with less shakiness as it is in real life. In addition with the recoil simulation, I think this would make it very realistic. A player then would rely on his skill of coping with the breathing (shake) and the recoil as in real life instead of praying for the random spray to hit his target.
This also solves the problem with the sniper being inaccurate. Breathing simulation should be increased, but make the bullet hit dead center of the crosshair (with gravity simulation or not). The crosshair should always represent where the gun is pointing; thus the bullet should travel exactly where the gun is pointing.
If anyone ever played America's Army, you would know what I am talking about. They simulate this very well.
Again this is just a suggestion; I have no intention of challenging the realism of PR. I felt it is an obligation for everyone that play PR should takes time to give feedback as the developer did their part by making an awesome mod for us to enjoy.
