maybe you could implement a surrender vote, like a map vote or a commander acceptance message, page up to surrender, page down to keep fighting, it would give a little more power to the players to be able to finish a map before the whole server leaves because 2 people are alive on one team and everyone else has to wait for 10 minutes. also to stop surrender spamming you could increase the amount of people needed to actually surrender, say with a map vote you need at least half the people on the server to vote 'yes', maybe instead you can increase the ratio to 2/3's of the team to vote yes. i think making everyone on a team to vote yes would be a mistake as you can always get a couple people AFK.
just a suggestion, had a quick look over the previously suggested threads and i dont think this has been suggested.

You never/rarely get a team to vote for a mapchange when a team is clearly losing...
Besides, thats like pulling the plug on the N64 when your brother is about to kill you in Goldeneye, are we nine?
Finish the round or ask for a map change. There was already a surrender thread too, but it was about taking prisoners, this could have been posted in there...
Also, many players have the vote display turned off in BF2 options, so you probably wouldnt get the amount you need anyway.

true about people turning off the vote option, but in my server i would say everyone has it turned on, i play on the australian gamingSA servers, in these servers they have the map vote turned off which means no player input and usually results in one team leaving the server entirely, i know you cant change everything just for us but i am interested to know how many of the american servers have map votes (assuming the bulk of the readers of this will be from america). i think this idea might be a bit better then a map vote as it is more of a gameplay thing then a server side thing. i dunno, i guess it just pi**es me off to see half a server leave because of 1 or 2 people alive that refuse to suicide, maybe instead of the vote idea you could implement a faster bleed when your team is with no flags and and has only half of the team alive, not sure if thats bin suggested...

I've seen so many round where loosing team in hopeless situation were able to win the round. That's why I say NO to any god damn surrender voting.
Of course there are really hopeless situations, like your main base is gone and there are only couple guys camping somewhere in the field but that could be solved by increasing ticket bleed.
