Practical Solution to Balance Snipers

No doubt snipers are intended for long range engagements, and are not suited for short range firefights. Accuracy at medium to long range (or even extremely long range) is important. So I don't think the solution of having to reduce accuracy or even damage dealt as being a good solution.
(For starters, the US should have a sniper that can take one-shot kill no matter where they hit, while MEC/chinese MARKSMEN need 2 bodyshots to kill).
The point of having a sniper is to pick off targets with one shot before the target realises what happened. Granted this one-shot kill with deadly accuracy is unbalanced since snipers will almost always win medium range engagements against assault rifles if the sniper and the enemy are in a direct shootout.
The best way to solve it is to increase the delay when zooming in and zooming out so that snipers find it difficult to duke it out at medium range against assault rifles if the sniper had already been spotted. ie. if the sniper has been spotted by the assault at medium range, and the sniper engages to shoot, the sniper takes 1.2secs or so to look into the scope (ie.looking at more or less a blank screen) before he can fire. By the time the sniper is able to fire, he'll probably be dead or find the target has escaped. This way, snipers will never be used in direct combat and will also be less mobile, and will be required to spend time to "setup" for the kill rather than run, quickly zoom, shot and run again. Perhaps a reducing the rate of fire for the bolt action rifle even more so that if a sniper misses a long range shot, the enemy will have time to escape.
Of course, all of the above will only apply to the USMC sniper class because of their bolt action rifle.
As for the chinese and MEC sides, they shouldn't have snipers at all (should have marksmen) - like many have said before. Their semi-auto rifles should obviously be *slightly* less accurate, and take two body shots or one head shot to kill. As such, marksmen class should have less of a zooming in and out delay, and they will be more capable than US snipers in engaging medium range direct firefights.
Altering the zooming in/out delays is in the tweak files of the weapons, as I'm sure you devs all know. This is a PRACTICAL BALANCING SOLUTION that does not require a lot of coding like creating sway motion of scope or breathing and stuff like that. Hopefully this is a good idea. Sorry if someone else has mentioned this already.
