The miltia are poor there is no way they can have a heli
Well my friend works on a farm and he was talking about how his dad was thinking of buyin a heli for crop dusting and i found this.
It is avialable to civialins and is very cheap
The miltia may be poor but not that poor

Range: 200 miles

The bell 47 helicopters was designed at the end of World War II, the Bell 47 is known to most people as the helicopter used in the MASH Television series. Over 400 helicopters were built for the US Army and Navy but over 5000 were built over 28 years of production The helicopter was successfully used in Korea for behind the lines support and for evacuation of wounded to Medivac units. Many Bell 47 helicopters still fly in the hands of private pilots and aircraft collectors. With its distinctive Plexiglas bubble cockpit, it is one of the most recognized and “classic” looking helicopters of all time. Because of all the additional spares that were made to support the Bell 47, there are now more Bell 47’s licensed and flying than were ever built by the Bell factory! The bell is not suitable for aerial photography /filming, but is an ideal cost effective helicopter for something retro of the 1960/70’s. The bell 47 helicopters have often been used for rounding up Cattle and crop spraying.

The Militia are poor, but I see your point. Rather than getting an Mi-24 or something, they should get civilian helicopters, which shouldn't have much armor on them. I mean, if they can afford Spandrels and a lot of weaponry, like AK-47's, SKS, Mosin Nagant, and even RPG-7s... They should be able to afford a civilian helicopter.

Ya it wont be that weak but a grenade from ur Gl will take it down
I hope this is put into action because its a good idea and not unrealistic at all
Im not saying there poor just that they arnt rich and goverment funded but this heli is very cheap
And its not weak the US used it in vietnam but threw it out, and is now used by civialians

You also need to consider that in an irregular militia, not all goods are paid for.
If I ran one, I would consider assigning you a position based on what you can bring. Got a crop chopper? Congrats, you're not going to be a grunt. Happen to have a few pickup trucks? Grand, thanks for helping the cause.

Well.. you could actually transport one guy (considering the pilot) with this chopper. And it would get shot very quick, believe me! 
But yeah... you are right. The milita army should get some better stuff. They aren't THAT poor.. at least some scopes and better weapons (some of the present milita weapons were even used BEFORE the goddamn WWII!!!).

I think this is cool, it could be great for scouting, and if it could support it in terms of it's payload capacity, maybe mount some small guns on the side that could be controlled by a rig in the hands of the co-pilot. Obviously it wouldn't be integral to the helo, as it's civilian, but perhaps a FCS (like a fuse-box with a fire-button if you get what I mean) for him to use.

I'd go with the Hind, because really, it's cool and as Militia armsdealing/buying, they sure would have access to those. Also minding the hind is not just an attack chopper but also a transport chopper and is already in BSS?
And it's not like they're gonna rape anyone so much, to the contrary, would add new tactics for insertion and fast exctraction.

I dont think its the actual cost of a heli that stops militias from having helis - its all the support that they require that is the problem for them. Also Im not sures its totally true that they get their income from arms dealing - quite often they are the ones buying the arms and they get the money from kidnappings etc. Before some smart arse chips in, Im sure theres exceptions.
