I would like to translate the PR Wiki to Thai. Do I have to get any authorized? And who should I contact about this matter?

As far as I know the PR Team is always looking for some translators to help out in that respect. I would contact any or all of the following for permission:

the PR wiki is currently out of date atm so I would hold off translating it for the time being and maybe translate the PR manual instead..
Once you have it translated send a PM to [R-DEV]Spearhead and he will handle the rest.
You will see an announcement when the PR wiki is up to date, its currently being translocated to new webspace
