vehicles vs collaborator

Without the 3 = courts martial rule of 0.75, vehicle artillery has seemed to be more inclined to shoot the hell out of destructible parts of the city on Basrah

my solution (which I think can be done....but am not sure) is for the turret of the APC/tank (or 50cal?) to be disabled for 30seconds or so after 3 collaborator deaths simulating the kind of "hold fire" and confusion over targets after it has been determined that current targets maybe unarmed.

I don't think this can be done for infantry weapons, and given how intense and crowded infantry combat can be, it shouldn't be attempted for those weapons anyway.

People who call in mortar strikes on you aren't civilians. They're the enemy. They don't have a gun but they're the enemy. Anyway, accidental kills disabling the turret doesn't make any sense.
