Ok I have a quick idea for Triage.
The fact is that in most situations you'll want to treat the person who is hurt more severely. So I think this should be brought to this game.
If possible make the downed bodies have some sort of timer to replicate triage. It might seem a bit vanilla-esque, but say a squad gets over run, and another squad comes by, the medic will want to treat the one who is going to die first. So a timer that you can only see when you're a medic and right on them (ala America's Army) would be pretty good. That way when you see a guy get shot right away you know he can wait, but if you come upon a guy in a back street you've never knew about, you set up a perimeter and the medic goes to check on the guy and if he is alive the medic can revive him, if not, you'll just move on.
Talk about it. First idea I've had for awhile

Aside from that, I think a timer is not really needed, as that doesnt happen THAT often. In real life, you can't tell for sure who's going to die first either. And if the squad got over run, the differences between the spawn times will not be very long. And if you know you're soon going to die, you can still type it in chat if you hear that a medic is around.
I think it is not really needed, but I wouldnt mind having it either.

On a seperate and more on topic note I really can't see this working with the engine, I mean even coding timed explosives was a huge challenge.
